Since 1961, the Office of the President – TAMISEMI has been an independent ministry under the Office of the Prime Minister and in the Office of the President as it is now. The decision of where it is placed has been made to strengthen the performance of this Office.
The Office of the President TAMISEMI is the only Ministry whose Headquarters is located in Dodoma. Since the beginning of the seventies, since the Government announced that the Government Headquarters be in Dodoma and Dar es Salaam, there has been a small Office. The presence of the headquarters in Dodoma was aimed at providing equal opportunities to its primary stakeholders, especially the regional and local government authorities, to reach Dodoma easily by following various services.
The purpose of Local Governments is to transfer Powers to Citizens, whose origin is the Constitution of the United Republic of Tanzania of 1977 in Chapter 8, Articles 145 and 146. The transfer of power to the citizens is through the Local Government Authorities. That is why Local Governments and citizen participation in the development process have been identified in the Constitution and Laws of the United Republic of Tanzania.
When our country gained its independence in 1966, ten administrative states were inherited from British colonial rule. The first president, Julius Kambarage Nyerere, with the authority given to him, created 15 regions and removed the system of dividing the country into states.
So far, our country has 26 Regions, 139 Districts, 184 Councils, 570 Divisions, 3,956 Wards, 12,319 Villages, 64,384 Townships, and 4,263 Streets. After independence, there were 45 councils, and until 2009, there were 129 councils. They have continued to increase until they reach 184 in 2021.
